I tried sending the free cookies to my husband in Afghanistan and when I went to check out it said the order amount was not valid because the cookies were $0 and APO shipping is $0. So it doesn't look like it will work to send them completely free overseas.
FYI - I tried adding a greeting card during the checkout and it worked!
